Notice has been given that:
Mountaire Farms of Delaware, Inc., requests construction permits to install mineral oil dust suppression systems on the receiving legs at their 3009 North Little Creek Rd, Little Creek, Kent County facility, 615 Fairground Road, Harrington, Kent County facility, and 4933 Stein Highway, Seaford, Sussex County facility. The construction permits are APC-2001/0279-CONSTRUCTION (Amendment 6), APC-97/0461-CONSTRUCTION (Amendment 4), and APC-97/0553-CONSTRUCTION (Amendment 3), respectively.
The mineral oil dust suppression systems will reduce particulate emissions from shipping operations by 60%. PM10 emissions from the Little Creek facility (APC-2001/0280-CONSTRUCTION/OPERATION (Amendment 5)) will be reduced to 0.429 TPY (from 1.2 TPY). PM10 emissions from the Harrington facility (APC-97/0462-OPERATION (Amendment 4)) will be reduced to 2.5 TPY (from 6.3 TPY). PM10 emissions from the Seaford facility (APC-97/0554-CONSTRUCTION/OPERATION (Amendment 3)) will be reduced to 0.33 TPY (from 0.80 TPY.)

A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending October 18, 2021. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
