In June 2018, DNREC assembled the Coastal Zone Conversion Permit Act (CZCPA) Regulatory Advisory Committee (RAC) to provide guidance and feedback to DNREC on the development of regulations under the Coastal Zone Conversion Permit Act. On August 26, 2019, following a joint public hearing by DNREC and the Coastal Zone Industrial Control Board, the Board approved amendments to the Regulations Governing Delaware’s Coastal Zone (7 DE Admin. Code 101) to implement Coastal Zone Conversion Permits.
The CZCPA RAC finalized its recommendations on the regulatory approach and content of conversion permit regulations at its April 2019 meeting. RAC Chair, Justice Randy J. Holland, presented these recommendations to DNREC Secretary Shawn M. Garvin in the form of a Final Report. The RAC’s recommendations address several key topic areas, including:
