DNREC Notice No. WHS20260408
Non-Discrimination Policy

The Department invites public comment on the Proposed Plan of Remedial Action for the Hilton Marine Site (DE-1828), located at 1900 Kirkwood Highway in New Castle, New Castle County, Delaware. The approximately 0.64-acre Site consists of one tax parcel and is located along Kirkwood Highway (Delaware Route 2) adjacent to Little Mill Creek. The Site contains a two-story mixed commercial and residential building with an attached warehouse. The first floor is occupied by a marine supply showroom, office, and warehouse, while the second floor contains a vacant residential unit. The Site has operated as a marine supply and boat service business since approximately the 1960s.

Remedial Actions for Hilton Marine Site (DE-1828) include implementation of a DNREC-approved Remedial Action Work Plan (RAWP) and institutional controls to prevent potential future exposure to Site contaminants. The institutional controls include a Contaminated Materials Management Plan (CMMP) for managing contaminated materials during future land-disturbing activities and an Environmental Covenant restricting the Property to non-residential uses, limiting groundwater withdrawal, restricting land-disturbing activities, and requiring compliance with the CMMP. A Remedial Action Completion Report will be submitted to document completion of the required remedial actions.

Details of the Proposed Plan are available online at den.dnrec.delaware.gov.
