Non-Discrimination Policy

The Department of Natural Resources and Environmental Control (DNREC) Remediation Section (RS) invites public comment on a proposal to clean-up the Seeds of Greatness Church-New Castle site (DE-1474) (Site) located at 610 West 7th Street in New Castle, Delaware. The approximately 16.48-acre Site was occupied by a flour mill from 1885 to 1907. From 1912 to 1985, the Site operated as a foundry. The Site has been largely unused since 1985 and is currently a vacant lot consisting of concrete building foundations, vacated buildings, paved parking areas, and packed gravel areas. The western portion of the site consists of woodland, shrub areas, and wetlands.

The Site will be subject to the following key remedial actions: the submittal of a Remedial Action Work Plan which specifies the methods to be used to remediate the site including the implementation of a cap, development and compliance with a Contaminated Materials Management Plan (CMMP) and a Long-Term Stewardship (LTS) Plan, the recording of an Environmental Covenant limiting interference with the remedy and groundwater withdrawal, and the submittal of a Remedial Action Completion Report.
