The Department of Natural Resources and Environmental Control (DNREC) Remediation Section (RS) has adopted a plan regarding the clean-up of the Barbara Hicks Park Operable Unit-2 (OU-2) and Operable Unit 3 (OU-3) Site (DE-1901) (Site) located in Wilmington, Delaware.

The Site will be subject to the following key remedial actions: the submittal of a Remedial Action Work Plan (RAWP), removal of two feet of soil with elevated concentrations of Polycyclic Aromatic Hydrocarbons (PAHs) or metals, followed by off-site disposal and backfilling with two feet of DNREC-RS–approved fill material, development and compliance with the Contaminated Materials Management Plan (CMMP), development and compliance with the Long-Term Stewardship (LTS) Plan, the recording of an Environmental Covenant restricting the use to non-residential, restricting groundwater withdrawal and compliance with the CMMP and LTS plan, and the submittal of a Remedial Action Completion Report.

DNREC issued a public notice of the Proposed Plan of Remedial Action (Proposed Plan) for the Barbara Hicks Park OU-2 and OU-3 Site on May 13, 2026. There were no comments or questions from the public regarding the Proposed Plan.
