The Department of Natural Resources and Environmental Control (DNREC) Remediation Section (RS) invites public comment on a proposal to clean up the 25 Commerce Street Site (DE-1836) (Site) located at 25 Commerce Street in Wilmington, Delaware. The Site is currently undeveloped and consists of one tax parcel totaling approximately 2.73 acres. Historically, the Site was used for glass manufacturing, boat construction, trash disposal, and tree care, and most recently for painting and concrete pumping.
The 25 Commerce Street Site will be subject to several key remedial actions. These requirements include submitting a Remedial Action Work Plan with site-capping details, and conducting Long-Term Stewardship monitoring for groundwater contaminants and cap integrity. It also requires recording an Environmental Covenant with a non-residential use restriction, a groundwater withdrawal restriction, and a no-dig restriction greater than 1 foot. The site also must comply with the Contaminated Materials Management Plan and submit a Remedial Action Completion Report.
