Pursuant to 7 Del. C., Section 6004, notice is hereby given by the Department of Natural Resources and Environmental Control’s (DNREC) Division of Waste and Hazardous Substances (DWHS), Compliance and Permitting Section (CAPS) that the Scrap Tire Solution, Inc (STS) Solid Waste Permit (SW-26/01) for Scrap Tire Solution, Inc (STS) at 220 Marsh Lane, New Castle, DE 19720 is being renewed by the CAPS.
STS’s permit renewal application is for the move of the facility from 195 Hay Road, Wilmington, DE 19809, and continued operation of the scrap tire facility at 220 Marsh Lane, New Castle, DE 19720. This permit incorporates operational and environmental monitoring requirements for STS.
The application and draft permit for this permit renewal and expansion may be reviewed upon request. The application and draft permit are posted online at de.gov/dnrecnotices.

A public hearing (on the above) will NOT be held unless the Secretary of DNREC receives a request within 15 days from this notice, ending at 4:30 p.m. on April 9, 2026. A request for a hearing shall be in writing and shall state the nature of the issues to be raised at the hearing. It must also show a familiarity with the permit application and a reasoned statement of the activity’s probable impact.
