The Department has adopted a plan regarding the clean-up of the Former Three J’s Site located in Wilmington. The Site has historically been used for commercial uses including a former gasoline dispensing facility and more recently as an auto tire facility. The Site requires a Remedial Action Work Plan (RAWP), approval of a Contaminated Materials Management Plan (CMMP), which specifies the methods used to manage future groundwater and soils at the site. Following the development and compliance with the CMMP and recording of an Environmental Covenant (EC) restricting groundwater withdrawal and property usage to commercial use only, a request for Certification of Completion of Remedy (COCR) must be submitted and processed to ensure elimination of exposure to existing Site soils and groundwater for future Site users.
DNREC issued a public notice of the Proposed Plan for the Former Three J’s Site on September 8, 2024. There were no comments or questions from the public regarding the Proposed Plan. Details of the Final Plan are available online at: den.dnrec.delaware.gov.
