The Department invites public comment on a proposal to clean-up the Taylor Landfill Site (DE-0089) located at 2787 Pulaski Highway in Newark. The Site was used as a gravel pit during the 1970s, a solid waste landfill in the 1980s, and more recently as a residence and RV storage business.
The Taylor Landfill Site will be subject to the following key remedial actions: (1) submittal and approval of a Remedial Action Work Plan which addresses methane mitigation measures, capping and excavation of polychlorinated biphenyl (PCB) contaminated soil, and maintaining the existing final cover over the former landfill area, (2) capping of a portion of the Site with at least one foot of clean fill or impervious material, (3) development and implementation of a Contaminated Materials Management Plan (CMMP) and Long-Term Stewardship (LTS) Plan, (4) recording of an Environmental Covenant which restricts the site to non-residential use, prevents interference with the remedy, limits groundwater withdrawal, and requires compliance with the CMMP and LTS Plan, and (5) submittal of a Remedial Action Completion Report.
