Final Plan of Remedial Action for the Glasgow Citgo (DE-1699) Site

The Department has adopted a plan regarding the clean-up of Glasgow Citgo Site located in Newark. The Site had been occupied and operated as a petroleum filling station and automotive repair shop for about fifty (50) years. Historical operations of a petroleum filling station had impacted the soil and groundwater of the Site with Total Petroleum Hydrocarbons (TPH) and benzene, ethylbenzene, toluene, and xylenes (BTEX). Based upon the 2021 Brownfield Investigation (“BFI”) report findings, the Site requires a Contaminated Materials Management Plan (CMMP) and an Environmental Covenant restricting groundwater use and compliance with the CMMP.

DNREC issued public notice of the Proposed Plan for the Glasgow Citgo Site on January 31, 2021. There were no comments or questions from the public regarding the Proposed Plan.
