Notice is hereby given that Synagro Technologies, Inc. has applied to the Department of Natural Resources and Environmental Control’s Surface Water Discharges Section (DNREC-SWDS) for a distribution and marketing permit, for the distribution and marketing of Class A/Exceptional Quality biosolids fertilizer products throughout the State of Delaware.
The Surface Water Discharges Section will conduct a public information meeting and a public hearing (Docket # 2020-P-W-0016) on Synagro Technologies, Inc.’s (Synagro) permit application for a distribution and marketing (DM) permit.
Synagro’s permit application proposes distributing and marketing “Class A” “Exceptional Quality” biosolids, generated in the City of Philadelphia Wastewater Treatment Plants, in the State of Delaware. To achieve the Class A/EQ biosolids designation, the biosolids are required to be heated to at least 80○ C (176○ F) and the moisture content be raised to at least 90% solids. Additionally, it is required that the finished product be sampled for specific bacteria and chemical parameters to demonstrate that State and Federal requirements are met. Treatment renders the biosolids suitable for use as a fertilizer.
A virtual public meeting will be held on the application on Wednesday, June 17 2020, beginning at 6:00 PM.
Persons wishing to obtain additional information on or ask questions about the permit application may attend the virtual public information meeting on June 17, 2020 at 6 pm. Please note, official comments on the application will not be accepted during the public meeting. Please see “Public Hearing” below regarding comment submission.
A virtual public hearing will be held on the application on Thursday, June 25 2020, beginning at 6:00 PM.

The Department will accept public comment through the close of business on Monday, July 6, 2020.
