The Department has adopted a plan regarding the clean-up the Former Seward Station Property (DE-1799) located at 2832 Arthursville Road in Hartly. The site consists of two Kent Castle County tax parcels (9-10-06319-01-1000-00001 at 1.4 acres and 9-00-06319-01-0300-00001 at 0.48 acres) with vacant land consisting of gravel and grassy areas. The lot was historically used as a general store and service center with underground petroleum storage tanks.

Key remedial actions include the submittal of a Contaminated Materials Management Plan (CMMP), which specifies the methods used to manage future groundwater and soils at the site. Following the development and compliance with the CMMP and recording of an Environmental Covenant (EC) restricting groundwater withdrawal and property usage to commercial use only, a request for Certification of Completion of Remedy (COCR) must be submitted and processed.

DNREC issued a public notice of the Proposed Plan for the Former Seward Station Site on January 7, 2024. There were no comments or questions from the public regarding the Proposed Plan. Details of the Proposed Plan are available online at: den.dnrec.delaware.gov/
