Title V Synthetic Minor Permit Applications: Bank of America-Christiana-Collins Campus

Notice is hereby given that Bank of America-Christiana-Collins Campus has submitted an application, pursuant to 7 DE Admin. Code 1102, Section 2.1, 11.2.9, and 12.3 for an Amendment to their operating permit at 1000 Samoset Drive, Newark, Delaware.

Bank of America-Christiana-Collins Campus requests to delete from their Permit: APC-2000/0376-CONSTRUCTION/OPERATION (Amendment 8)(VOC RACT)(SM) two cold solvent cleaners, one HP Indigo Press 5500 digital printer, one 1,200 kW diesel emergency generator (G1), one 15 kW natural gas fired emergency generator (G9), and two natural gas fired 2.7 MMBtu/hour boilers (B1, B2), because they have either been removed from the Facility or rendered inoperable. The limits that are necessary to restrict Bank of America-Christiana-Collins Campus’ potential to emit air pollutants will be amended and will be enforceable by the EPA and the state. Total permitted emissions from the facility will be reduced to 20.14 tons per year (TPY) of Nitrogen Oxides (NOx), 7.72 TPY of Carbon Monoxide (CO), 0.03 TPY of Sulfur Dioxide (SO2), 0.81 TPY of Particulate Matter less than 10 microns (PM10), and 1.55 TPY of Volatile Organic Compounds (VOCs).

The application, the “draft” permit (APC-2000/0376-CONSTRUCTION/OPERATION (Amendment 9)(SM)), all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy or summary of other materials, if any, considered in preparing the “draft” permit may be reviewed upon request. The materials are posted at de.gov/dnrecnotices. A public hearing concerning the permitting action will not be held unless the Secretary of the Department of Natural Resources and Environmental Control receives a request for such hearing within thirty (30) days from the date of this notice, ending Tuesday, August 15, 2023. A request for a hearing shall be in writing and must show a familiarity with the application and a reasoned statement of the permit’s probable impact.
