Federally Enforceable 7 DE Admin. Code 1102/Title V Synthetic Minor Permit Application: American Air Liquide

Notice is hereby given that American Air Liquide having a facility at 200 GBC Drive, Newark, Delaware, has requested a federally enforceable 7 DE Admin. Code 1102 construction permit (Permit APC-2020/0187-CONSTRUCTION (Amendment 1) (SM), for the construction of the Libra Skid and HPP Skid Test Platforms with a carbon adsorber which will be permitted to emit 3.21 TPY VOCs and 0.58 TPY HAPs. Emissions from individual pollutants in the Libra Skid and HPP Skid will be permitted to emit as follows: 0.005 TPY H2, 9.68 TPY CH4, 0.257 TPY N2, 2.73 TPY Ethane, 0.74 TPY Propane, 0.70 TPY Butane, 0.002 TPY C5+(hexanes), 0.38 TPY Pentane, 0.66 TPY C6+ components, 0.128 TPY Ethylene, 0.192 TPY Propylene, 0.312 TPY Naphtha, 1.60E-05 TPY NH3, 0.003 TPY H2S, 0.0002 TPY Toluene, 0.0002 TPY Ethyl Benzene, 0.0002 TPY Mixed Xylenes, 1.0E-06 Ethyl Mercaptan, 0.001 TPY Methanol, 1.0E-06 Ethylene glycol, 2.0E-06 TPY MEK, 1.0E-06 TPY EtOH, 2.0E-06 TPY Dimethyl Sulfide, 3.0E-06 TPY Freon113, 3.0E-07 TPY Trimethyl silanol, 0.25 TPY Hexane, 0.19 TPY Heptane, and 0.21 TPY Octane.

American Air Liquide requests a limit for 200, one hour venting events (200 hours/year). These limits are necessary to restrict American Air Liquide’s potential to emit air pollutants, and the limit will be enforceable by the EPA and the state. Total estimated emissions from the facility are 21.91 TPY VOCs, 11.19 TPY HAPs, 17.15 TPY NOx, 1.50 TPY PMtotal, 9.55 TPY CO and 4.48 TPY SOx.

Upon completion of construction, the Department will incorporate the operating conditions and limits of the 7 DE Admin. Code 1102 Construction permit into the facility’s existing Synthetic Minor Permit (Permit: APC-2007/0016-OPERATION (Amendment 8) (VOC RACT) (SM)) via an Administrative Amendment.

The application, the “draft” permit (Permit APC-2020/0187-CONSTRUCTION (Amendment 1) (SM)), all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy or summary of other materials, if any, considered in preparing the “draft” permit may be reviewed upon request. A public hearing concerning the permitting action will not be held unless the Secretary of the Department of Natural Resources and Environmental Control receives a request for such hearing within thirty (30) days from the date of this notice, ending June 27, 2023. A request for a hearing shall be in writing and must show a familiarity with the application and a reasoned statement of the permit’s probable impact.
