7 DE Admin. Code 1102 Natural Minor Permit Applications: Noramco Inc.

Notice has been given that:

Noramco Inc., requests a construction permit to install a new vacuum pump in Plant 3 and add a new production line for the manufacturing of two new products, “D8” and “D9” at their 500 Swedes Landing Road, New Castle County facility. The new vacuum pump and D8/D9 manufacturing process will be permitted to emit 0.015 tons per twelve month rolling period of Ethanol, 0.13 tons per twelve month rolling period of Ethyl Acetate, 0.0007 tons per twelve month rolling period of Hydrogen Chloride, 0.0006 tons per twelve month rolling period of n-butanol, 0.015 tons per twelve month rolling period of Tetrahydrofuran, 0.13 tons per twelve month rolling period of Toluene, 0.001 tons per twelve month rolling period of Triethylamine, 0.11 tons per twelve month rolling period of Acetone, 0.08 tons per twelve month rolling period of Methanol, 0.5 tons per twelve month rolling period of Total Volatile Organic Compounds (VOCs) and 0.22 tons per twelve month rolling period of Total Hazardous Air Pollutants (HAPs) by Permit# APC-2023/0086-CONSTRUCTION (VOC RACT).

Noramco Inc. operated under Title V Permit# AQM-003/00324 – Renewal (1) Revision (2) which limits VOC emissions to 20.1 tons and HAP emissions to 10.7 tons per twelve month rolling period.

The application for this permit may be reviewed upon request. The application is posted at de.gov/dnrecnotices. A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending September 4, 2023. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
