The Division of Air Quality, will conduct a public hearing (Docket #2023-P-A-0018) on an application by Noramco, inc., to install a new vacuum pump and add a new production line at their Swedes Landing Road facility in New Castle County. Public comment period closed.

Noramco Inc., requests a construction permit to install a new vacuum pump in Plant 3 and add a new production line for the manufacturing of two new products, “D8” and “D9,” at their facility at 500 Swedes Landing Road, in New Castle County.

The new vacuum pump and D8/D9 manufacturing process will be permitted to emit the following per twelve month rolling period:

• 0.015 tons of Ethanol
• 0.13 tons of Ethyl Acetate
• 0.0007 tons of Hydrogen Chloride
• 0.0006 tons of n-butanol
• 0.015 tons of Tetrahydrofuran
• 0.13 tons of Toluene
• 0.001 tons of Triethylamine
• 0.11 tons of Acetone
• 0.08 tons of Methanol
• 0.5 tons of Total Volatile Organic Compounds (VOCs)
• 0.22 tons of Total Hazardous Air Pollutants (HAPs)

Noramco Inc. operated under a Title V Permit (AQM-003/00324 – Renewal (1) Revision (2)) which limits VOC emissions to 20.1 tons and HAP emissions to 10.7 tons per twelve month rolling period.
