Goodwill is requesting a permit under the Delaware Coastal Zone Act to manufacture crushed sand by processing recycled glass and ceramics in a pulverizer in an existing building at 400 Centerpoint Boulevard, in New Castle. The application is considered administratively complete and sufficient to proceed to public hearing.
The Delaware Coastal Zone Act regulates new and existing manufacturing, heavy industry and bulk product transfer activities in Delaware’s coastal zone. A Standard Coastal Zone Permit is necessary for any new or expanded manufacturing activity.
The issuance of a coastal zone permit does not satisfy other DNREC permitting requirements. Proposed projects must also comply with all applicable regulations and apply for other relevant permits under DNREC’s regulatory programs.
For additional information, and to review Goodwill’s permit application and supporting documents in person, contact Eddie Meade at eddie.meade@delaware.gov or 302-739-9283.
The Department will accept public comment through May 14, 2025. Comments will be accepted in written form via email to DNRECHearingComments@delaware.gov, using the online form at de.gov/dnreccomments, or by U.S. mail to the address below.
