The DNREC Division of Watershed Stewardship will hold an administrative hearing on a request by David Heffernan for reconsideration Coastal Construction Permit denial. The hearing record is open through April 13, 2026.

On Jan. 16, 2026, the Division issued a decision to deny an application submitted by David Heffernan, on behalf of Ms. Barbara Curtis, for a Coastal Construction Permit for the after-the-fact construction of a 10-foot-wide concrete dune crossover at Lot 2, Clifton Shores, Sussex County (Tax ID #230-17.00-241.00).
