The Department invites public comment on a proposal to clean-up 4601 North Market Street Site located in Wilmington, Delaware. The Site previously operated as a commercial shopping mall. The Site requires the following: an Environmental Covenant restricting use to non-residential; restriction of groundwater use; and a Contaminated Material Management Plan. The Site is proposed to be redeveloped as a self-storage facility. The May 2019 Proposed Plan of Remedial Action is being amended to require a submission of a Certification of Completion of Remedy (COCR) request after approval of the CMMP and recording of the Environmental Covenant.
