The Department invites public comment on a proposal to clean-up the Capitol Cleaner Site (DE-1018) located at 411 South Governors Avenue in Dover. The Site is currently vacant but in the past was used as a dry cleaner.
The proposed remedial actions for the Site address only soil and soil vapor contamination as the groundwater contamination is being addressed by the USEPA as part of the Dover Gas Light Site which is on the National Priorities List. The proposed remedial actions for the Site under the Delaware Hazardous Substance Cleanup Act (HSCA) include: Cap- Site must be capped with 1 foot of soil or impervious material. Environmental Management During Construction- Develop and implement a Contamination Material Management Plan (CMMP); Vapor Mitigation System; Long-Term Stewardship Plan (LTS)-Development and implement a LTS Plan; Institutional Controls- placement of an environmental covenant limiting groundwater withdrawal and restricting to non-residential site uses, compliance with the LTS and CMMP; and Remedial Action Completion Report.
