Federal Consistency Determinations have been submitted to the Delaware Coastal Management Program for the following:

Bennett Street Revitalization (2023.0054)

The U.S. Department of Housing and Urban Development proposes to fund the acquisition of 30 parcels, demolition of four structures, and new construction of 20 homes with associated access and parking on the 800 block of Bennett Street in Wilmington, New Castle County, Delaware.

NOAA Amendment 15 to 2006 Consolidated Atlantic Highly Migratory Species FMP (2023.0056)

The National Marine Fisheries Service proposes to amend the 2006 Consolidated Atlantic Highly Migratory Species (HMS) Fishery Management Plan for the Atlantic coast, Gulf of Mexico, and Caribbean. The amendment considers: ways to modify, collect data, and assess areas that are currently closed to commercial pelagic longline or bottom longline fishing; modifications to the boundaries and/or timing of existing closed areas based on delineation of high- and low-bycatch risk areas; data collection programs in the high- and low-bycatch risk areas; and a cost allocation program to transfer 100 percent of the HMS pelagic longline electronic monitoring sampling costs to the industry, over a 3-year phased in period. The amendment also provides for regular and as-needed review of areas to identify whether conservation and management goals are being met and factors to consider during review of the areas.

TidalHealth Millsboro Medical Campus (2023.0058)

The U.S. Department of Agriculture, Rural Development proposes to fund the construction of the TidalHealth Millsboro Medical Campus, consisting of a 103,000-square-foot building, a 27,000-square-foot building, and a 24,000-square-foot building, as well as associated parking areas, sidewalks, utilities, and stormwater management facilities on approximately 30 acres located west of US Route 113 in the Millsboro area of Sussex County, Delaware.

The proposed activities listed above are subject to review for consistency under the policies of the DCMP.
