The Department invites public comment on a proposal to clean-up 427 West 7th Street (DE-1574) located at 427 West 7th Street in New Castle, New Castle County. The Site was an automotive sales and repair facility operated on the Site since the early-1990s.
The Site will be subject to the following key remedial actions: the submittal of a Remedial Action Work Plan (RAWP) which specifies the methods to be used to remediate the Site including: the delineation, excavation, removal and disposal of primarily polycyclic aromatic hydrocarbon (PAH)-impacted soils to meet DNREC Hazardous Substance Cleanup Act (HSCA) standards; design and implementation of a physical barrier restricting human access to the on-site wetland area; sampling and analysis plan for reevaluating the soil gas after significant site condition changes. Additional remedial actions required for the Site include: the development and compliance with the Contaminated Materials Management Plan (CMMP) and Long-Term Stewardship (LTS) Plan; the recording of an Environmental Covenant restricting groundwater withdrawal and compliance with the CMMP and LTS; and the submittal of a Remedial Action Completion Report (RACR).
