The Division of Air Quality will conduct a public hearing (Docket #2024-P-A-0005) on an application by Croda, Inc., for a permit for a natural gas flare system at their facility at 315 Cherry Lane, in New Castle. Public comment period open through May 10, 2024.

Croda, Inc. has applied for a federally enforceable draft 7 DE Admin. Code 1102 construction permit [APC-2023/0098-CONSTRUCTION (FE)] to install a flare system consisting of a 20-inch diameter steam assisted natural gas flare with a 3-inch diameter steam assisted piggyback flare.

The flare system will be permitted to emit 2.6 tons per year (tpy) NO_X, 0.02 tpy SO_X, 2.2 tpy CO, 0.1 tpy VOC and 0.2 tpy PM.

If the draft permit is issued, and upon completion of construction, the department will incorporate the operating conditions and limits of the construction permit into the facility’s existing Title V permit [Permit: AQM-003/00058-Renewal(03)] via administrative amendment.

The draft construction permit is being submitted to EPA for the standard consecutive thirty-day review period.
