Diamond State Port Corporation (DSPC) will host a public meeting with DNREC to provide information about a proposed permit modification and answer questions from community members.
DSPC has requested a modification of the existing Resource Conservation and Recovery Act (RCRA) Permit, which governs site-wide corrective action and post-closure care at the Port of Wilmington Edgemoor facility, at 4600 Hay Road in Wilmington.
Specifically, the modification would update the Post-Closure Care Plan for four former surface impoundments to address the remedial activities proposed for Phase 1 of the project. The Phase 1 activities include asphalt capping as part of the presumptive remedy selected by DNREC in its 2021 Final Decision and Response to Comments.
Additional information, including the Design Report, Permit Modification Application and other relevant documents is available at: de.gov/dspc
Members of the public may submit formal written comments regarding the proposed permit modification to DNREC at: RS_Public_Comments@delaware.gov
The public comment period will close at 4:30 pm on Monday, Dec. 28, 2026.
