DNREC will conduct a public hearing (Docket #2019-P-CZ-0027) on an application by Delaware Storage and Pipeline Company (DSPC) for a Coastal Zone permit to permit changes at its facility on Port Mahon Road, east of Dover. (Public Comment Period Closed)
Delaware Storage and Pipeline Company (DSPC) has applied for a standard Coastal Zone permit under the Regulations Governing Delaware’s Coastal Zone, to construct a new storage building and undergo a process change to inject chemicals into the jet fuel supplied to Dover Air Force Base. The changes would increase cost-effectiveness at the company’s facility, located at 987 Port Mahon Rd., in Little Creek
DSPC is the sole provider of jet fuel to the Dover Air Force Base and wants to increase cost-effectiveness by injecting additives onsite rather than receiving jet fuel that is pre-mixed. The proposed project would result in approximately 1.23 pounds per year of air emissions from an icing inhibitor and approximately 2.45 pounds per year of air emissions from increased truck traffic from deliveries to the site. DSPC is proposing a $1,000 donation to the Kent County Conservatory for land acquisition in the Coastal Zone in Kent County as an offset. Utilization of the funds for an easement of forestland would result in removal of 29 pounds of pollutants annually.
