The Department of Natural Resources and Environmental Control’s Coastal Zone Act Program has issued a standard Coastal Zone permit to AgroRefiner LLC (Project CZA-439P). AgroRefiner LLC submitted a permit application on December 10, 2019, to operate a hemp processing facility in an existing warehouse at 51 Steel Drive, New Castle, DE 19720. The applicant will more than offset air emissions resulting from this project through the purchase of 3 emissions reduction credits from the Division of Small Business.
A public hearing was held on February 5, 2020 at the DNREC office building at 391 Lukens Drive, New Castle, DE 19720. Public comments were received and addressed in a Technical Response Memorandum to the Public Hearing Office.
Anyone wishing to appeal this decision to the State Coastal Zone Industrial Control Board must do so by April 26, 2020 (within 14 days of this notice). An appeal from may be acquired by calling Sascha Mohammed at (302) 739-9000. There is a $100 application fee. If no appeal is received within the appeal period, this decision becomes final.
