Notice has been given that:
The Delaware City Refining Company, has submitted an application to install additional controls for cuff oil processing at their Wastewater Treatment Plant including additional carbon canisters permitted under Permit: APC-81/1008-CONSTRUCTION/OPERATION (Amendment 3)(NESHAP) as well as a Hydrogen Sulfide Scrubber and Catalytic Oxidizer, at their 4550 Wrangle Hill Road, Delaware City, New Castle County facility. This project will increase their annual Potential to Emit by 4.39 tons of VOCs, 0.66 tons of H2SO4, 0.5 tons of SO2, 0.23 tons of HAPs, 0.04 tons of NOX, 0.01 tons of CO, and 0.01 tons of H2S.

A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending Monday, September 2, 2019. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
