The Department of Natural Resources and Environmental Control (DNREC), Division of Air Quality, will conduct a public hearing on Tuesday, October 18, 2022 beginning at 6:00 p.m. to consider comments from the public on the Highline Warren LLC (formerly Twinco Romax LLC) permit applications for amendments of their existing 7 DE Admin. Code 1102 Natural Minor Permits (State Permit Numbers: APC-2013/0073-O, APC-2013/0074-O, APC-2013/0075-O, APC-2013/0076-O, APC-2013/0077-O, APC-2013/0078-O, and APC-2013/0079-O). (Docket # 2022-P-A-0013.) The Applicant has applied to amend their existing permits (State Permit Numbers: APC-2013/0073-O, APC-2013/0074-O, APC-2013/0075-O, APC-2013/0076-O, APC-2013/0077-O, APC-2013/0078-O, and APC-2013/0079-O), which permit the mixing and bottling of methanol, ethanol, and propylene glycol in various combinations and concentrations with water to produce wash products and different anti-freeze products which are used for automotive, marine, recreational vehicles, and pool applications. Items to be amended include amending the existing emission levels due to an increase of the throughput of raw materials in the process and revising the formulas of some of the products. While this request increases the raw material throughput, if the permit modifications are approved permitted emissions will actually decrease due to the updated calculation methodology.
This public hearing will only cover issues related to the air permit application. It will not cover concerns related to truck traffic.
