The Department invites public comment on a proposal to clean up a portion of the Community Plaza New Castle Site Operable Unit 2 (OU-2) located in New Castle, Delaware. The approximately 8.7-acre Site consists of two (2) tax parcels with two commercial buildings used as a shopping center. OU-2 addresses groundwater and soil gas. OU-1 addressed soil in a previous Proposed Plan and Final Plan. The groundwater contained metals, volatiles organic compounds, and semi-volatile organic compounds above DNREC groundwater standards. Air samples did not show a risk to indoor air. OU-2 requires an environmental covenant to prevent groundwater use without DNREC approval, a Contaminated Materials Management Plan (CMMP) to protect future construction workers from potential contamination and a long-term stewardship plan to monitor groundwater and indoor air to ensure that the remedies remain protective.
