Notice is hereby given that GT USA Wilmington, LLC has submitted applications for construction/operation permits for three existing mobile cranes for unloading and loading of cargo at the Port of Wilmington located at 1 Housel Road, Wilmington, Delaware. Combined actual emissions from the diesel non-road engines will be 8.99 tons/year of particulate matter (PM), 0.205 tons/year of sulfur dioxides (SOx), 70.3 tons/year of nitrogen dioxides (NOx), 25.74 ton/year of carbon monoxide (CO), and 23.74 tons/year of volatile organic compounds (VOCs). The applications, the “draft” Permits: (APC-2017/0142, 2017/0143, and 2017/0144), all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy or summary of other materials, if any, considered in preparing the “draft” permit may be inspected at the offices of the Division of Air Quality, State Street Commons, 100 W. Water Street, Suite 6A, Dover, Delaware and 715 Grantham Lane, New Castle, Delaware. A public hearing concerning the permitting action will not be held unless the Secretary of the Department of Natural Resources and Environmental Control receives a request for such hearing within thirty (30) days from the date of this notice, ending Monday, September 9, 2019. A request for a hearing shall be in writing and must show a familiarity with the application and a reasoned statement of the permit’s probable impact.
