Notice has been given that:
The Delaware City Refining Company requests amendments to operation permits of NOX producing equipment at their 4550 Wrangle Hill Road, Delaware City, New Castle County facility. Based on the data and certifications contained in the request, the Division of Air Quality concludes that the facility meets all applicable requirements promulgated by the Environmental Protection Agency (EPA) and the Department of Natural Resources and Environmental Control (DNREC). Therefore “draft/proposed” permits have been prepared. These “draft/proposed” permits incorporate limited short term NOX emission limit exceptions during specific malfunction periods.
These permits may be reviewed at the offices of the Division of Air Quality, State Street Commons, 100 W. Water Street, Suite 6A, Dover, Delaware or 715 Grantham Lane, New Castle, Delaware. A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 30 days from the date of this notice, ending Tuesday, August 26, 2019. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
