Notice is hereby given that Perdue AgriBusiness, LLC has submitted an application, pursuant to 7 DE Admin. Code 1102, Section 2.1, 11.2.9, and 12.3 for the replacement of twelve (12) existing grain storage silos with two (2) new 53,123-bushel tanks, the replacement of eight (8) existing truck grain loadout spouts with three (3) new rail car grain loadout spouts, and an increase in grain throughput (300,000 tons per rolling twelve (12) month (TPR12) period to 303,187.38 TPR12) at the 16442 Adams Road facility in Bridgeville, Delaware.
Perdue AgriBusiness, LLC requests limits of 1.182 tons per rolling twelve month period (TPR12) of PM10 and 0.197 TPR12 of PM2.5 from grain receiving activities associated with the project, 5.154 TPR12 of PM10 and 0.879 TPR12 of PM2.5 from grain handling and transfer activities associated with the project, 0.955 TPR12 of PM10 and 0.167 TPR12 of PM2.5 from grain storage activities associated with the project, and 4.396 TPR12 of PM10 and 0.743 TPR12 of PM2.5 from grain loadout activities associated with the project. These limits are necessary to restrict Perdue AgriBusiness, LLC potential to emit air pollutants, and the limit will be enforceable by the EPA and the state. Total emissions from all activities located at the facility will be limited to 63.637 TPR12 of PM10, 11.083 TPR12 of PM2.5, 31.113 TPR12 of NOX, 19.777 TPR12 of SOX, 16.187 TPR12 of CO, and 1.069 TPR12 of VOCs.
The application, the “draft” permit (Permit: APC-2024/0059-CONSTRUCTION (FE)), all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy or summary of other materials, if any, considered in preparing the “draft” permit may be reviewed upon request. The materials are posted at de.gov/dnrecnotices. A public hearing concerning the permitting action will not be held unless the Secretary of the Department of Natural Resources and Environmental Control receives a request for such hearing within thirty (30) days from the date of this notice, ending May 28, 2024. A request for a hearing shall be in writing and must show a familiarity with the application and a reasoned statement of the permit’s probable impact.
